ETIAS launch steps: from board decision to applications

The eu-LISA management board meets later in September 2026. It is tempting to treat that as the moment ETIAS gets a new date, but a board meeting is not the moment you can apply. Several steps sit between eu-LISA’s technical work and the application portal going live. If you are planning a trip to Europe in 2027, this is the sequence to understand.

When the board met on 23 and 24 September, it discussed the latest EES and ETIAS developments and the planning towards upcoming milestones. It did not publish a revised ETIAS date.

What does the eu-LISA board actually agree?

eu-LISA is the EU agency that runs large-scale IT systems such as EES and ETIAS. Its management board does not set the official launch date; under Article 88 of the ETIAS Regulation, that is the European Commission’s job. The board oversees the agency’s work and planning on the technical side.

The Commission can only fix a start date once a list of conditions is met, including eu-LISA declaring that a comprehensive test of ETIAS has been completed successfully. Its decision is then published in the Official Journal. Think of any board meeting as part of the run-up to that test and decision, not the step that produces a date travellers can act on.

How much notice will the EU give?

The official EU ETIAS website says the EU will announce the start date “several months” before launch. That is a deliberate commitment, not filler. Airlines, ferry operators and international coach operators need to update their boarding systems to verify ETIAS before passengers step on. Member states need their ETIAS National Units, the dedicated offices that handle applications referred for manual review, fully staffed. Travellers need enough time to apply before they fly.

There is no fixed number of months written into law for the pre-launch notice period. What the portal commits to is a gap between the date announcement and the portal opening. press reporting on EU planning points to 2027. No official date exists until the Commission publishes one.

What happens on the day applications open?

You apply directly on the official EU ETIAS website or its mobile app. The EU says filling in the form is quick and easy. You pay €20. Under-18s and over-70s pay nothing, though they still need an authorisation. The automated system checks your details against EU security and migration databases, and the official FAQ says most applications will be processed within minutes.

Those that are not get a reply within 96 hours: granted, refused, or a request for more information or documents. If you are asked for more information, or invited to an interview, the process can take up to a further 30 days. Apply well before travel; do not leave it until the day before you fly. Your authorisation is also tied to the specific passport you used at application. Renew your passport after applying and you will need to apply again.

Is ETIAS mandatory from the first day?

No. The ETIAS regulation sets a phased start. From the launch date, a transitional period of six months applies: using ETIAS is optional and the requirement to hold one does not apply, though you can apply. After that comes a grace period of six months. ETIAS is required from then, around six months after launch, but border officers can exceptionally let in a traveller without one on their first crossing since the transitional period ended, if they meet the other entry conditions. Once the grace period ends, about a year after launch, that leniency stops. The Commission has the power to extend either period.

For trips in the first half of 2027, the question is not just “will ETIAS exist?” but “will it be mandatory for my dates?” A later launch means the mandatory window shifts further out. The transitional and grace period mechanics are covered in detail separately.

What do you need to do right now?

No action is required yet. Applications are not open.Whatever eu-LISA’s board discusses, the date that counts is the one the Commission formally decides and publishes. The ETIAS status page carries the current official position and will update when confirmed information arrives. That is the only reliable signal worth acting on.
