ETIAS launch steps: from board decision to applications

The eu-LISA management board meets in September 2026 to set a revised ETIAS schedule. That is the next concrete milestone, but a board decision is not the moment you can apply. Several steps sit between the board agreeing a plan and the application portal going live. If you are planning a trip to Europe in 2027, this is the sequence to understand.

What does the eu-LISA board actually agree?

eu-LISA is the EU agency that builds and runs ETIAS. Its management board does not set the official launch date; that is the European Commission’s job. What the board approves is a revised implementation plan: a technical schedule showing when the system will be ready and what conditions still need to be met. Once that plan is signed off, eu-LISA submits it to the Commission.

The Commission cannot formally announce a start date until eu-LISA certifies the system is ready. Think of the September board meeting as the step that clears the way for that certification, not the step that produces a date travellers can act on.

How much notice will the EU give?

The official EU ETIAS portal says the system will announce a start date “several months” before it goes live. That is a deliberate commitment, not filler. Airlines and ferry operators need to update their boarding systems to verify ETIAS before passengers step on. Member states need their ETIAS National Units, the dedicated offices that handle applications referred for manual review, fully staffed. Travellers need enough time to apply before they fly.

There is no fixed number of months written into law for the pre-launch notice period. What the portal commits to is a gap between the date announcement and the portal opening. press reporting on EU planning points to 2027. No official date exists until the Commission publishes one.

What happens on the day applications open?

You apply directly on the official EU ETIAS website or its mobile app. The form takes a few minutes. You pay €20. Under-18s and over-70s pay nothing, though they still need an authorisation. The automated system checks your details against several EU security databases and, for the majority of applicants, returns a decision within minutes.

A share of applications get referred to the relevant ETIAS National Unit for manual review, which can take up to four working days. A smaller group may involve a Europol or national law-enforcement check, which can take up to 30 days. Apply well before travel; do not leave it until the day before you fly. Your authorisation is also tied to the specific passport you used at application. Renew your passport after applying and you will need to apply again.

Is ETIAS mandatory from the first day?

No. The ETIAS regulation sets a phased start. From the launch date, a transitional period of at least six months applies: you should apply, but border officers will not turn you away if you have not. After that, a grace period of at least a further six months: ETIAS is required, with a narrow exception for cases border officers handle on the spot. Full mandatory enforcement kicks in around six months after launch. The Commission has the power to extend either period.
