Next ETIAS milestone: eu-LISA board meets in Dublin

According to the Irish Presidency’s events calendar, eu-LISA’s management board is due to meet 17–19 November 2026 in Dublin, under the Irish Presidency of the Council of the EU. No formal decision on ETIAS timing has been published since the June 2026 board meeting, after which the Financial Times reported that eu-LISA saw a 2026 launch as no longer feasible.

Ireland holds the EU Council presidency in the second half of 2026, and the November meeting is listed among the Irish Presidency’s events, hosted by An Garda Síochána. That is why it is in Dublin rather than at eu-LISA’s Tallinn headquarters.

What happened at eu-LISA in September?

Early in September, eu-LISA held its annual Industry Roundtable, 9–10 September in Strasbourg in hybrid format. The theme was data management, and the forum brings together industry, Member States’ authorities, academia and EU institutions to discuss technologies such as AI, biometrics and data analytics. It is not a governance meeting.

The management board itself also met later in September, in Strasbourg on 23 and 24 September. eu-LISA published a summary of that board meeting on 24 September 2026, a few days after this article first appeared. No ETIAS launch date has been announced since: the official ETIAS site still says the date will be given several months before launch.

The management board is eu-LISA’s governing body. It sets strategic direction and oversees implementation plans. The legal decision on timing sits elsewhere: under the ETIAS Regulation, the European Commission sets the start date once a list of conditions is met, including eu-LISA declaring the successful completion of a comprehensive test of the system.

What could the November board meeting produce?

An eu-LISA spokesperson confirmed that the board discussed ETIAS’s entry into operation on 17 June 2026, according to Financial Times reporting. November is the next board meeting where a revised plan could be presented.

A few outcomes are possible. The board might approve a revised schedule pointing to a specific 2027 window, clearing the way for a formal Commission announcement. It might endorse the direction of travel but set further technical milestones to be met first. What it is very unlikely to do is re-commit to any 2026 launch. Nothing in official or industry reporting points that way.

The timing also matters for what follows the board meeting. The official ETIAS site says the EU will announce the start date “several months” before launch, which gives airlines, ferry operators and national authorities time to prepare. On our reading, a board step in November, followed by that notice period, places any realistic application portal opening in spring or summer 2027 at the earliest. That is consistent with press reporting on EU planning pointing to 2027.

What do you need to do right now?

No action is required yet. Applications are not open.The fee of €20 is set by EU regulation and has not changed. Under-18s and over-70s still need an ETIAS but pay nothing. Validity remains three years, or until your passport expires, whichever comes first.

Any website claiming to accept ETIAS applications before launch is not legitimate. The official application portal, when it opens, will be at travel-europe.europa.eu/etias.
