Next ETIAS milestone: eu-LISA board meets in Dublin

The next scheduled eu-LISA management board meeting takes place 17–19 November 2026 in Dublin, under the Irish Presidency of the Council of the EU. That is the next confirmed governance event where the board can approve a revised ETIAS implementation timetable and pass it to the European Commission. No formal board decision on ETIAS timing has emerged since the June 2026 conclusions that a Q4 launch was no longer achievable.

Ireland holds the EU Council presidency in the second half of 2026. By convention, the country in the chair hosts formal gatherings of EU agency management boards during its term, which is why the November eu-LISA board meeting is in Dublin rather than at eu-LISA’s Tallinn headquarters.

What was the September eu-LISA event?

The eu-LISA event in September was the annual Industry Roundtable, held 9–10 September in Strasbourg in hybrid format. The theme was data management, covering AI applications to border systems, biometrics, and how EU public-sector IT organisations handle large-scale data. Industry partners and eu-LISA technical staff attend. It is not the management board, and the roundtable does not make governance decisions.

The management board is eu-LISA’s governing body. It sets strategic direction and approves implementation plans. When the board endorses an ETIAS timetable, that plan goes to the Commission, which then sets an official launch date. The roundtable and the board serve entirely different purposes. Only the board can formally advance a revised ETIAS schedule to the Commission, and the next confirmed board meeting with a firm date is November.

What could the November board meeting produce?

The June 2026 board tasked eu-LISA with preparing a revised ETIAS implementation plan. November is where that plan would be presented and where the board decides whether to approve it.

A few outcomes are possible. The board might approve a revised schedule pointing to a specific 2027 window, clearing the way for a formal Commission announcement. It might endorse the direction of travel but set further technical milestones to be met first. What it is very unlikely to do is re-commit to any 2026 launch. Nothing in official or industry reporting points that way.

The timing also matters for what follows the board meeting. The official ETIAS site commits to announcing a launch date “several months” before the portal opens, so airlines, ferry operators, and ETIAS National Units have time to update systems and staff up. A board approval in November, followed by Commission preparation time, places any realistic application portal opening in spring or summer 2027 at the earliest. That is consistent with press reporting on EU planning pointing to 2027.

What do you need to do right now?

No action is required yet. Applications are not open.The fee of €20 is set by EU regulation and has not changed. Under-18s and over-70s still need an ETIAS but pay nothing. Validity remains three years, or until your passport expires, whichever comes first.

Any website claiming to accept ETIAS applications before launch is not legitimate. The official application portal, when it opens, will be at travel-europe.europa.eu/etias.
